We have to keep pace with the massive and unpredictable changes in technology as well as the political and socio-economic developments at a speed and velocity that may astound and even disorient us.  The power shift is happening even as we read this.  It is here with us now.  We must be prepared to face it.

Most important among our preparation is a purposive, coherent, intelligent, and strategic reexamination of labor relation policies, laws, and decisions.  The rule governing the relationship between labor and capital is an essential ingredient of that preparation.

Lawyers, businessmen, labor leaders, government officials, and personnel do need an analysis and a critique of our labor relation law to guide their decisions and plans.  Students need an interpretation that will express even the riskiest views under an atmosphere of academic freedom.

This humble work is a small input into that important task.
